In Norway the Norwegian government and state authorities have had to teach foreign migrants not to rape women or sexaully assault women and how to treat women wiith respect and dignity.

According to a 2017 study by Statistics Norway, crime rates of immigrants varied with the reason for immigration. Three groups were overrepresented: refugees had the highest crime rate at 108.8 per 1000 population, family reunification immigrants were overrepresented at 66.9 per 1000 and labour migrants were overrepresented at 61.8 per 1000 population.

According to another report, the rate of people with a foreign background in rape crimes was almost eight times higher than the total crime rate of the general population in 2010–2011. The same study showed relative crime rates between immigrant groups in Finland and Norway controlling for socioeconomic and age differences, showing similar patterns to those who were committing sexual assaults at a higher rate in the Swedish analysis above (Afghanistan, Iran, Iraq, Somalia and the rest of Africa)
